In Trainz the rolling stock will follow the base track spline at a height of 300mm so be sure that the top of the Rail is at 0.3 Blender Units.

If you create Fixedtrack Assets, then top of the Rail should be the Z value of the Track Attachment Point plus 0.3 Units.
